Solution is simple: involuntary bankruptcy. No judge would approve fulop staying on abbott list while giving away abatements. steve would hurry up to collect all the money he can, then. Starting with Gold Coast. And all would be outside of his control.
Somebody needs to hold a proverbial, again PROVERBIAL gun to the city's head to get anything done.
