The problem as it is with so many communities locally is no salt. Jersey City has run out. Then the people plowing compound the issue (Remember, Johnny's got winters in Michigan's Upper Peninsula under his belt and knows this shit) by scraping snow and scraping down until there is nothing left but ice. Leaving the snow would have been a better plan in this case.
Johnny is kind of sad that not all Jersey City council members aren't on Twitter to send out such warnings or alerts to their constituents.
