Sure to set off a fresh batch of whining from Mayor Bloomberg and Ray Kelly, Federal Judge Shira Scheindlin of Manhattan federal court said the program violates constitutional protections for minorities and has ordered an independent monitor to oversee Stop and Frisk. Four men brought suit against the NYPD and Scheindlin ruled that their Fourth and 14th Amendment rights had been violated. The Fourth protects against unreasonable searches, and the 14th protects civil rights.
