John Farmer has an excellent look back at nj.com at Jersey City's history under 'I am the Law' Mayor Frank Hague. It's a pretty telling piece on just how much power Hague really had and how he came to obtain it, then lose it. It's also a marvelous look at political party machines and how they work.
